Executive Summary
The global intelligence summary May 28, 2026 is characterized by critical disease activity and elevated food stress, though the Master Index remains within a historical equilibrium range of 58. The primary drivers of global instability are identified as Ethnic Conflict at 99.3, Disease at 87.5, and Rumors of War at 70.0. While the system is not yet showing signs of a birth pang convergence pattern, significant stressors are emerging at the intersection of conflict and humanitarian impact. Specifically, the escalating war between the United States and Iran is driving oil price spikes and depleting advanced weapon stockpiles. Simultaneously, a rare Ebola outbreak in the Democratic Republic of the Congo is threatening regional stability, leading to border closures and international emergency appeals.

War and Conflict Analysis
The Iran-US Theater
The conflict involving Iran has escalated following fresh American strikes against Iranian targets. Iran has confirmed targeting American bases in response. Consequently, global oil prices have jumped. New analyses indicate the United States will require several years to replenish stockpiles of advanced weapons, suggesting a strain on defense manufacturers who are struggling to keep pace. Additionally, recent reports note that while official visits to Walter Reed National Military Medical Center have occurred, 14 soldiers injured in the Iran war were notably excluded from specific visitations.
Middle East and Ukraine
In the Middle East, the Israeli military has issued large-scale evacuation orders for residents across southern Lebanon as it engages in combat with Hezbollah. Heavy strikes have followed these orders, exacerbating the humanitarian crisis. In Ukraine, Norway and the European Union have committed to assisting through the winter, with current calibration assessments focusing on prioritized frontline regions. Meanwhile, China is reportedly pursuing a strategy for India-Pakistan peace as part of its broader goals for a multipolar Asia.
Disease Activity and Health Emergencies
Disease activity has reached a critical status of 87.5, driven primarily by outbreaks in Africa and food safety failures in the West.
- Ebola Outbreak: The Democratic Republic of the Congo is facing a catastrophic collision of disease and conflict. A rare type of Ebola is surging, prompting the World Health Organization to issue warnings. Uganda has closed its border with the DRC to prevent the spread of the virus, and a UN-partnered emergency appeal has been launched. The US government is focusing on keeping Ebola cases out of the country, with plans to send Americans exposed to the virus while abroad to a new specialized facility in Kenya.
- Food-Borne Illness: Manufacturers have pleaded guilty to distributing contaminated food associated with a Listeria outbreak, leading to heightened scrutiny of food production and distribution chains.
Food and Economic Stressors
- Food Security: The FAO Food Price Index stands at 130.7, significantly higher than the 108.0 baseline. The World Food Programme is facing severe funding pressure, and global leaders have warned that food security is national security. Furthermore, ongoing conflict continues to facilitate supply blockades, contributing to price spikes.
- Economic Indicators: Market volatility, measured by the CBOE VIX, is at 16.70. This remains below the historical baseline of 19.5, indicating that market fear has not yet reached critical levels despite geopolitical tensions.
Environmental and Humanitarian Impact
- Humanitarian Emergencies: Agricultural droughts have been identified in two primary regions: Central Africa, affecting over 272,000 square kilometers, and Madagascar, affecting approximately 223,000 square kilometers. Military operations in southern Lebanon remain the primary driver of active civilian displacement this cycle.
- Seismic and Weather Events: Seismic activity is stable with 9 events of magnitude 4.5 or greater recorded in the last 24 hours. Regarding weather, there are 317 active NOAA alerts in the US, with severe flood warnings currently in effect for Harrison and Gilmer counties in West Virginia.
